I was on Arelith when they instituted a 5% movement penalty for wearing medium and heavy armor, and also applying it to Small Races (and dwarves) --this rule is great for table top PnP D&D. what is Ismail wearing for armor? Did you check that the penalty is working wearing simple clothing? When I chose my Ranger Path, for some reason the Studded Leather armor I was wearing (which is category light) would not work with the Rapid Shot granted by Ranger Path. Maybe this is a similar issue...
