That buying ammunition is restricted in the setting is something I personally appreciate, it solidifies Impiltur as a place where rigid bureaucracy reigns. Instead I would like to suggest, if possible, to apply the stat loss in the form of a (permanent, until restored) debuff. That way it would still count as a handicap during combat, the same way it would with the current system, but does not irreversibly mess up players' character builds. From a cha...
