The runed parchment that was discovered by the possessed dog was torn from some kind of book, perhaps this book in in the House of Many Tomes. The Oghman who tend to the collection surely knew of a damaged book, or would want to know that there may be one.
Once he arrived, he would approach the Loremaster and be forthcoming with what had happened. He explained the demonic possession, the parchment he had found and his theory that it had been stolen by their collection.

He leaned forward somewhat and murmured, as if in confidence, "You should part with it. Carrying such an article around is asking for all kinds of trouble."

"I spend most of my free time here in Songhall, if you leave a message at the local tavern when you're finished I should be able to respond promptly."
He turns to leave, but thinks of something else to say
"If you don't have such things here in Songhall, is there anywhere else this could have come from? I'm sure it goes without saying, but this parchment paints a severe danger for Impiltur. Any information you could give would be extremely useful."
Talisman wrote:Several days and then a fortnight all-together transpired quietly in Songhall without a word or whisper on the demonic parchment. It seemed to the casual observer that the hubble and bubble of Songhall caroled carelessly forward with a near mindless autonomy. That wasn't to say the city wasn't interesting; in the streets wizards bumped shoulders with scholars and strange merchants harked strange wares above the normal standard of an Impilturian settlement, though the actual use and value of these wares were questionable. It may have then caught Damien by surprise when a rush of guards marched past him towards the House of Many Tomes. Their sabatons made a loud ruckus in their passing, drawing many eyes from the citizens and as the sound past it faded into the citizens many whispers.
