Bought one of these from the papyrus shop in Songhall (for 71cp) assuming it would act as a container for scrolls, but when selected it brings up the menu to write text on scrolls instead. The dodgy shopkeeper won't buy it back either

I fell for this too, thinking it would hold scrolls.

The concept of holding multiple scrolls in a cylinder was given the easier task of allowing the player to record information on it as one would a scroll or several scrolls in theory. We understand it is not the most elegant solution but at least it is still a useful 71 coppers.
At the moment we can only apologize and say the team may look into finding a way of turning this into an actual 'storage' object somewhere down the line. We ask for your patience meanwhile.

Thanks Kilanna - patience and understanding assured as always, in spite of occasional appearances to the contrary

Good evening,
to add to this subject. The items known as 'Pouch of Herbs: *item*' and 'Pouch of Spices; *item*' - available for purchase in the Docks area in Sarshel at the Thayvian merchant - are also not able of storing items, nor any other function such as the 'Scroll Cilinder' seems to have. While I did simply purchase them for aesthetics' sake, it would be convenient as well as appreciated if they could actually store items.
Sincerely,
