Stealth and players

I have spoken recently to other players that might have characters using stealth. It seems that while stealth might work against creatures, it doesn't seem to work against other players. I was wondering if there were any thoughts about how to improve this as it would be fun in game not to be seen by players at different times. For instance at level 7, Perry has the max stealth but does not have skill focus or the feat stealth. It appears he is seen by even low level players, though I have not done a poll.

I think the way NWN works is, your party/group will always see you stealthin'.

Furthermore, non-group player characters might be able to spot Perry depending on the area's/server's PvP setting? I'm not sure...

Oh I understand if your in a party, you will be seen or heard in stealth.

I also think that many more PC's have skill points invested in perception than they normally would in vanilla listen / spot. The trade off is much more interesting on TER. If stealth is maxed by Perry I guess a level 1 with maxed out perception and some wisdom still gets a good bonus to their roll.
