Merchant for Stolen Goods and Traps

Hello,

Before I made a suggestion of it, I wanted to make sure that I was not making an ass of myself and ask the community if anyone knew if there was somebody who bought and sold trap components or otherwise the stolen items that most other merchants consider? I have checked Vlasta, Songhall and Sarshel for such a merchant, but I can't seem to find one. If anyone knows of one, do say that so, please.
